They investigate these incidences and determine what course of action should be taken. Also, private rescues can help get animals out of bad conditions. An internet search for a local Rescue will turn up dozens of numbers to call. One simple phone call can save an innocent animal from a shortened lifetime of pain and suffering. Your quick phone call might make all the difference in the world to an animal in need.
